Careers Wales dataset.

The data supplied to SAIL represents interactions and services provided by Careers Wales to clients throughout Wales over the period 01/04/2012 to 31/03/2020. At the start of this period, the Careers Wales had just been formed from six regional Careers companies, and their CRM system was initially populated with imports from the preceding companies’ systems. Between 2012 and the present Careers Wales has worked to rationalise the varied approaches to recording, enhance the quality and suitability of the data they gather, and to simplify the data entry requirements for their staff as far as possible. Therefore users of the data will very likely notice changes over time in the nature of the data.

Careers Wales stores information on all its interactions, services provided, etc. as entities called histories. Within their CRM, different on-screen fields can be enabled or disabled for different history types – therefore a history representing a Group Session would contain information on the duration of the session, the topic and the venue; whereas a history for a Traineeship Referral Form completion would not display any of these fields.

All the numerically coded columns in Careers Wales’ supplied data can be decoded via the accompanying lookup file - HISTORIES_LOOKUP_1545_20200821.CSV.

Organisation code. The organisation to which the activity should be assigned. Originally this was used somewhat inconsistently, but in the more recently recorded histories this should reflect the Careers Wales team delivering that particular interaction.

Code indicating the Service Required.
During Year 9, Careers Advisers in school begin to prioritise the clients in the year group based on their likely service requirements. This is initially achieved via a tool called Career Check, but can be reviewed and amended at any point if required (via the recording of a subsequent history). Advisers record the likely service requirements using a type B category S history (‘Service Required’, category 27 in the lookup table), with this flag(s) populated to indicate the client’s likely needs. The method of indicating the service required has differed over the years and therefore this is being indicated over multiple fields

The date and (where available) time on which the history took effect. Note that advisers can specify the start date for activities, so there can be a significant period between an activity taking place and it being recorded.

Client Status code. The status of the client at the time of the interaction. Note that some statuses are now labelled ‘DO NOT USE’ as they’ve been discontinued – however, for older histories they would have been valid status codes.

Code indicating the Service Delivered. For One-to-one interactions, advisers can deliver a number of different services depending on the client’s needs, or the project under which the service is delivered. ‘Information’, ‘Advice’ and ‘Guidance’ represent interactions of increasing complexity (note that only qualified Careers Advisers can deliver ‘Guidance’), and ‘Activate 1-2-1 Support’ describes specific support provided to clients in education under the Activate project.

Code indicating the Review Attendance. Although a client’s Careers Adviser should be invited to every Transition or Annual Review, they are not always able to attend. We record the history for every review so we know when it took place – however, this flag is used to indicate whether the adviser attended or not.

Encrypted Opportunity ID. Used for a variety of purposes. Opportunities can be job vacancies, or Apprenticeship or Traineeship opportunities (e.g. in the case of a Traineeship Referral Form history). They’re also used as a way to represent the topic of interactions like Group Sessions.

OPPORTUNITY_ID_E

The number of attendees at a group session. Although group session attendance is recorded against the individual client, in some cases Careers Wales either do not know some of the attendees, and do not have enough information about them to create a client record; or the session was of a sufficient size that it wasn’t practical to find or create client records for every attendee (e.g. Careers Conventions and other large events). Therefore, although the ‘attendees’ will generally correspond to the number of other histories sharing the same clusterid, this field allows Careers Wales to accurately represent sessions where this was not the case.

ATTENDEES

Code indicating the Channel. The Channel of an interaction describes the medium over which the majority of the interaction took place. Traditionally this would have been face-to-face or telephone for One-to-ones, and face-to-face for group interactions – however, Careers Wales can also interact with clients via text and email, via written communications or via internet-based systems.

Code indicating the Review Type. Statemented, School Action and School Action Plus clients general have a Transition Review in Year 9, and Annual Reviews in Year 10 and 11. This flag is simply used to distinguish the two types of Review.

Encrypted History ID. The primary key field of the History table, this simply uniquely identifies any given History record. History IDs are system-generated sequential integers, and do not encode any information about the client or the service.

Encrypted Cluster ID. These IDs are system-generated identifiers that work in a slightly different way to the Encypted History IDs. They are used in two scenarios:
• Where an activity is being delivered to more than one client at once. If Careers Wales are delivering a group activity – e.g. a ‘Choices at 14+’ presentation to a whole year group in school – they record a history against every client who attended, so the service to the individual can be accurately represented. However, to accurately monitor Careers Wales’ resource input in delivering services, they also need to count these histories as a single event in some cases. This is achieved by assigning the same non-zero clusterid to all the attendances for a particular session.
• Where an activity or service is batch-created. Careers Wales CMS has the capability to text or email clients directly, and advisers can either use this to contact clients individually, or can bulk-text or email them – e.g. to promote an upcoming Careers Fair. Where histories are created in bulk the clusterid is again used to identify the fact that the matching histories are related.

CLUSTERID_E

Activity Category code. In Careers Wales’ CMS, histories all have a ‘type’ and ‘category’, which defines the nature of the interaction. Only a subset of all the categories used have been included in the export; those which represent Careers Wales interacting with the client in some way. As the data spans a period where Careers Wales were rationalising many aspects of their data capture, many of the categories used will not span the entire period. Broadly speaking, they can be summarised into a few basic types of interaction:
• One-to-one: an interview where a two-way discussion takes place between the adviser and the client. Parents or guardians may be present.
• Group session: an interaction where more than one client is present. Although two-way discussion may still take place, these are typically more often presentation-type interactions.
• Annual/Transition Review: for clients who are Statemented, School Action or School Action Plus, a Transition or Annual Review takes place each year, to which the client’s Careers Adviser is invited.
• Advocacy/Liaison: representing work done on behalf of the client, where there client is not usually present (or at least actively participating). This may include contacting WBL providers or colleges on behalf of the client, researching job opportunities or writing letters of support etc.
• Email to/from client: an email generated from IO to the client, or a reply from the client (automatically imported into an IO history)
• Text to/from client: an text message generated from IO to the client, or a reply from the client (automatically imported into an IO history)

ACTIVITY_CATEGORY

Code indicating the Group Year. Although a client’s year group is primarily captured via the ‘client_status’ field, for Group Sessions it’s possible that groups delivered in school may have a mixture of year groups present. This field is used as an indicator of the intended year group for the session – e.g. where a Year 9 client attends a session intended as Year 10 provision, this ensures the work is still identifiable as a KS4 service where necessary.
